profesor Emérito de la Universidad de

Tokio, con este libro, el autor propone una perspectiva que busca liberar  al derecho internacional del actual enfoque Eurocéntrico y que debe ser descentralizado. Argumentando que este debe estar centrado

en las personas y sus intereses, cultura y

 política, y las necesidades de otras

civilizaciones como América Latina, África,

Asia y el Oriente Medio.
